Paul Barnes, Head of Operations & Engagement - Cybersecurity, NHS England
Paul has worked in IT for a range of public and private sector organisations and has worked on the NHS England cybersecurity programme since 2017. His role encompasses working with the Department of Health and Social Care, Cabinet Office, NCSC and incident response teams within NHS England.

Tom Bone, ICT Information Security Manager, Newcastle City Council
Tom has over 17 years’ experience working in Local Government and Educational ICT service delivery. With a strong background in technical and result-oriented project delivery, his keen and focused view on the current cyber threat landscape is both informed and strategic. He recognises the intricate dynamics of cyber risks and understands the importance of a proactive approach in this ever-evolving field. This perspective has led him to play a pivotal role in the delivery of several key cyber security initiatives.

Geoff Connell, Director of Digital Services, Norfolk County Council and chair of the national Cyber Technical Advisory Group (CTAG)
Geoff is a highly experienced local public sector ICT manager who is responsible for technology and digital service delivery at Norfolk County Council. He has previously led teams in multiple London Boroughs to modernise and optimise ICT infrastructures, as well as delivering digitally enabled transformation programmes to implement new organisational delivery models. He is active in various national and regional collaborative bodies including the LGA Government Digital Council, Socitm Local CIO Council & the national Cyber Technical Advisory Group (CTAG).

Jamie Cross, Programme Manager - Sector-led Consultancy, Local Government Association
Jamie has been helping councils to improve their cyber security at the LGA for the past six years. They’ve worked on/ led projects such as the 2018 Cyber Stocktake, 2019 Self-Assessment Tool, and the security testing of 10% of councils. More recently they have launched a new sector-led consultancy service for councils, which offers free or low-cost support in cyber, digitalisation or technology. This includes Cyber and Digital 360 Reviews and Cyber Reaction Exercising, which leverages the expertise of experienced council professionals and external experts to support and advise your authority.

John Keegan, Head of Digital Security, DWP Digital
John is the Head of Digital Security at the Work and Pensions, where he is transforming how the department protects digital services from cyber threats. He joined the Department as (Head of Infrastructure Services) in June 2016, establishing a team to right-source and deliver Network, Tooling and Hybrid Cloud. Since 2021 John has led a programme to improve cyber security controls based on the NIST-CSF (Cyber Security Framework). He currently leads this programme (Adaptive Security Programme) as well as leading the digital security function. John holds a range of industry technical certifications including CEng MIET, Cisco CCIE, CISSP and NIST-CSF Practioner.

David Mudd, Global Head for Digital Trust Assurance, BSi
David is responsible for BSI's portfolio of Digital Trust services across all Assurance business lines. He builds solutions for Digital Trust Assurance including cybersecurity, privacy, IT governance and risk, supply chain, data management and Artificial Intelligence (AI). He supports BSIs clients across the key sectors of Healthcare, Built Environment, Food, Transport and Mobility in the safe and effective adoption of disruptive digital technologies.

Katie Owen, Cyber Assessment Framework Service Owner, Ministry of Housing, Communities & Local Government
Katie has supported councils to improve their cyber security for the past five years, as part of the LGA's Cyber, Digital and Technology and now in MHCLG's Local Digital team. She is currently working as part of the team developing the Cyber Assessment Framework for Local Government, which will enable councils to continually assess, manage and improve their cyber resilience.

Martin Peters, Detective Superintendent, City of London Police and Deputy Lead for the National Cybercrime Programme, National Police Chiefs' Council
Martin has 28 years’ police service, majority as a Detective in all ranks. He has extensive experience in covert policing, undercover policing, surveillance operations, cybercrime, fraud, money laundering and drugs investigations. A PIP3-SOC-SIO, accredited financial investigator and strategic cybercrime investigator and accredited Government counter fraud investigator.

Heather Toomey, Principal Cyber Specialist, Information Commissioner's Office
Heather has over 25 years experience in IT, Cyber Security and Information Governance. Prior to her current role Heather was Cyber Policy Lead for the DfE. As a founding member of Education Data Hub, Heather designed and ran a cyber project for the NCSC, authoring freely available cyber guidance and templates for schools. She has led Cyber Security programmes for public organisations, local and central government, and is part of a number of national and international advisory and steering groups, including the advisory board for the EMCRC and iCSS. Heather has commissioned research into cyber security impacts and digital safeguarding, and she continues to support ongoing research in her role as Non-Executive Director of the Academic Centre of Excellence in Cyber Security Research (ACE-CSR) – University of Kent. She has authored numerous, published, peer-reviewed articles and whitepapers, focussing on digital security and safety for children, including work with 5Rights and the Digital Futures Commission.
