Andrew Gould, Detective Chief Superintendent, National Cybercrime Programme Lead, National Police Chiefs’ Council
Detective Chief Superintendent Andrew Gould is the National Cybercrime Programme Lead for National Police Chiefs’ Council responsible for developing the police response to cybercrime at the national, regional and local level. This includes cybercrime units in every force and Regional Organised Crime Unit, cryptocurrencies and the Dark Web. He is also a Global Cybercrime Expert for Interpol.

David Cowan, Head of ICT, Copeland Borough Council
David Cowan brings a breadth and depth of experience across ICT, digital transformation and cyber security drawn from across both the public and private sectors. In addition to a number of senior roles for large private sector organisations, David previously was ICT Director at a large unitary local authority within the North-East before being appointed as the original Technical Director for GCSx, what later became the PSN, at what is now DLUHC. Experience with leading on major information security incident response is something David has been involved with for a number of years, and was a key factor in being asked by Copeland to take over the Council’s recovery efforts following their major cyber-attack.

David Willis is an Information Security Professional with over 40 years’ experience. He has worked in the UK National Health Service (NHS) since 2006, starting as a security analyst working for the National NHS Programme for IT. He has worked in primary, secondary and mental health organisations, and has been working as a regional head of cyber in the NHS since December 2019.

Emma Velle brings over two decades of technology and cyber security industry. She re-joined Cisco in 2018 as a Cyber Security Specialist in Cisco's UK Public Sector team. In this role she is responsible for advising UK healthcare and local government clients on a range of cyber security matters.

Geoff Connell is a highly experienced local public sector ICT manager who is responsible for technology and digital service delivery at Norfolk County Council. He has previously led teams in multiple London Boroughs to modernise and optimise ICT infrastructures, as well as delivering digitally enabled transformation programmes to implement new organisational delivery models. He is active in various national and regional collaborative bodies and chairs the Socitm Local CIO Council & the national Cyber Technical Advisory Group (CTAG).

Jamie Cross, Programme Manager - Cyber Security Support, Local Government Association
Jamie Cross has been helping councils to improve their cyber security at the LGA for the past three years. They’ve worked on/ led projects such at the 2018 Cyber Stocktake, 2019 Self-Assessment Tool, and the security testing of 10% of councils. More recently they have developed a new support offer, the Cyber 360, which is a funded opportunity for councils to explore their cyber security culture – hearing fresh perspectives in a safe, friendly and constructive environment

Lawrence Hopper leads a range of digital reform programmes across DLUHC that aim to improve the security and usability of local government services. Paul Barnes, Head of Operations and Engagement - Cyber Security, NHS England
Paul Barnes has worked in IT for a range of public and private sector organisations, and is currently managing the Cyber Security programme for NHS England. His role encompasses working with the Department of Health and Social Care cyber security programme, as well as working across a number of health and social care arms-length bodies.
