Carol Williams, Director of Transformation and Digital, Walsall Council and Socitm President
Carol has over 30 years’of experience in ICT and digital transformation, Carol Williams has been instrumental in driving change and innovation within the public sector. She is currently director of transformation and digital at Walsall Metropolitan Borough Council - a role which has seen her implement cutting-edge information management practices and report progress to the Chief Executive and Corporate Management Team. Her areas of interest are delivering excellent customer services using digital means and developing the local government workforce for the future, with a specialism around women in IT. Since June she has brought her wealth of experience and expertise to a national stage as president of Socitm. 

Dave Pearce, Chief Technology & Security Officer, Wigan Council

Iain O'Neill, Senior Education Implementation Manager, NHS England
As a senior education implementation manager in the NHSE TEL team, Iain has been instrumental in ensuring the safe and effective integration of AI into healthcare education. He sees technology as a valuable tool but believes that people are central to success. Iain acknowledges that adopting technology is just one way to address challenges and is equally satisfied when a non-technological solution is the best fit. With a decade of teaching and leadership experience and three years focused on the health sector, he has a comprehensive understanding of the technological needs of higher education and healthcare institutions.


Jenny McEneaney, Senior Improvement Policy Advisor, Cyber, Digital and Technology (AI lead), Local Government Association
Jenny is an Atlantic Fellow for Social and Economic Equity and a Senior Improvement Policy Adviser on Cyber, Digital and Technology at the Local Government Association, where she focuses on digital inequalities and inclusive governance. She has eight years of experience in policy development and analysis, community engagement, research, and project management in a variety of geographies and sectors.

Kurt Frary, Head of IT, CTO, Norfolk County Council and Socitm Vice President
Kurt has over 34 years’ experience working in ICT for both public and the private sector and his passion for digital innovation, change and technology is compelling.  Kurt is responsible for the operational ICT service for over 8,500 staff at Norfolk County Council and for Norfolk Fire & Rescue service. He is currently leading Norfolk’s approach to Artificial Intelligence and leads Norfolk's AI Governance board as well as the delivery of the ground breaking innovation network which is the largest free to use public sector IoT Network in the UK. He is passionate about collaborating and sharing innovation across the public sector.

 

Lianne Anderton, Intelligent Automation Garage delivery lead, DWP Digital
Lianne has worked in the public sector for over 20 years, including working in resource planning, data warehousing and health transformation. She brings a wealth of digital experience to the IAG and is currently road mapping the next generation of digital technologies to step-change customer experience and automation efficiency. 

Lisa Farrell, Business Development Manager, The National Robotarium
Having worked at the interface between industry and academia for over a decade, Lisa has enabled innovative research to move from blue-skies thinking to having impact in the real world. Over the past two years at The National Robotarium she has specialised in applying the technology to some of the UK’s biggest healthcare challenges.

 

 

Matt Wicks, Co-CEO for technology and innovation, The Virtual Forge
The story of any product development is the story of data, of understanding what you want to achieve, and what you need to know to achieve it. Building those pipelines, grappling with that data and answering those questions is why Matt loves what he does, and has done for over 30 years. Matt has worked with companies as diverse as the BBC, NHS, Jaguar Land Rover and Adobe, as well as small product teams, and they all have two things in common - the need for insight from data, and the need to build, often faster and faster.


Mike Stewart, Head of Digital Practice, ArvatoConnect
With over 15 years of expertise in customer service technology, Mike has honed his ability to develop and implement strategies that streamline operations and enhance user engagement. His background includes leading major digital initiatives across sectors like financial services, telecommunications, and public sector organisations. He is passionate about using cutting-edge tools like AI and automation to create value for clients while ensuring seamless, customer-centric service delivery.

 


Sonia Constant, Senior Project Manager, South Cambridgeshire District Council 
Sonia has worked in local government for over 20 years. She has implemented automated eForms, a customer portal and a CRM system whilst working at South Cambs, and more recently implemented our AI Chat Assistant, SAM. 

Tim Ketton-Locke, Deputy Director - DX4D, Digital Exploitation for Defence, Ministry of Defence 
Tim is currently working in the Ministry of Defence, leading efforts to exploit analytical tooling to enhance the speed and effectiveness of defence operations, benefiting both the warfighter and civilian personnel. With a background in economics and law, Tim has amassed extensive experience working in various government departments, including the Cabinet Office, Department of Health and Social Care, and the UK Health Security Agency. His previous roles include serving as Head of the National Testing Programme for the Midlands, Director of Operations for the Leicestershire lockdown, and Head of the UK Antibody Testing Programme. Additionally, Tim has been the Operational and Strategic Lead for the National Testing Programme and Deputy Director of Performance and Operational Analytics.

 

Waqaas Munir, Head of Financial Systems and Transactions, Hertfordshire County Council 
Waqaas has been with Hertfordshire County Council for the last 16 years, starting his career on the finance graduate scheme, straight after university. He has since worked in various teams across finance and had the opportunity to progress to his current role as head of financial systems and transactions, since April 2023. His teams look after: Finance Systems: implementing and maintaining financial software and technologies. Recent successes include implementing the first RPA processes in the organisation, ensuring the infrastructure is in place to allow for future processes to be automated across the council. Finance Transactions: manages the end-to-end process of financial transactions, from accounts payable through to accounts receivable and debt management.
