What are the conditions for ‘data first’ public services?

‘Cloud first’ has been on the public sector agenda for several years, but increasing attention is now also being paid to the principle of ‘data first’.

Organisations are thinking about where data sits in service design, and how to bring it together from a wide range of new sources – new technologies deployed in public services, third and private sector partners, and even from devices owned by members of the public.

This is opening up great potential for insights and service delivery, but it has to be done with close attention to security, privacy and ethics. It needs high standards of data governance to preserve public trust.

There are key questions to answer. What are the crucial steps in a ‘data first’ approach to transformation? How do you define data maturity? Does it involve fundamental principles for all public sector organisations, or could it vary widely depending on their roles?

What are the principles to apply in harnessing data from a number of sources under a federated approach? How do we improve collaboration between public and private sectors in using data for the public good? What is the key requirement of the digital infrastructure to support the effort?

These issues will come up for discussion at the next UKA Live event, staged with Hewlett Packard Enterprise (HPE), to take place at 11.00 am on Wednesday 12 July, with:
