Vulnerability data programme moves to phase three

iStandUK has signalled the beginning of the third phase of the Scalable Approach to Vulnerability via Interoperability (SAVVI) programme.

It has published details of four workstreams on different elements of deployment – projects, engagement platforms, adoption and sustainability – after phases one and two involved developing, prototyping and testing the standards for vulnerability data in public services.

This comes after the announcement of a new round of funding for the programme, totalling £144,000, from the Local Digital Fund.

The first workstream involves two projects, one led by the Greater Manchester Combined Authority (GMCA) on building a federated data governance architecture, including SAVVI standards, across the city-region with each of the 10 local authorities. It is predicated on a data mesh concept in which data is treated as a product and owned by teams that know and use it, and will focus on issues including supported families, homelessness and early years.

The other, Better Outcomes through Linked Data (BOLD), is already underway and led by the Ministry of Justice. It is aimed at providing more joined up services and improving the evidence base for policy creation and operational decision making, with the SAVVI standards embedded into the work.

Catalogue and dashboard

The workstream on engagement platforms is aimed at producing a SAVVI catalogue, mapping out the information governance enablers, and dashboard to monitor the impacts of relevant projects.

iStandUK said it is currently in the mobilisation phase of this workstream, with the intention of running a technical discovery before appointing a delivery partner.

Thirdly, the stream on adoption is focused on three main areas: the development of a reference implementation to support supplier use cases; engaging with key data owners to develop API endpoints and data services; and the adoption of standards via Government Digital Service terminology services.

Finally, the work on sustainability is aimed at extending the work on the programme beyond the current round of funding, which is expected to be the last. It will involve designing a benefits realisation approach, reporting on various outputs to support a business case for SAVVI adoption and looking at options for a potential host and commercial model.

“We are keen to make SAVVI accessible for all the public sector, but recognise the need for central co-ordination to keep the service operating for the benefit of the sector,” iStandUK said.
