New ways of working will require new ways of thinking, warns this veteran of change, whose compelling favourite example is a push to stop the premature criminalisation of teens who really aren’t criminals.
“We weren’t dealing with actual threats – we were just dealing with people who were easy to target,” he says.
Parr is convinced the only way to create the spaces for new ways of thinking about police problems is for leaders to genuinely empower individuals to take control – empowerment he is convinced is done most effectively through access to technology.
