Whitehall’s Unity Cluster has awarded a £246 million contract to SAP for a shared enterprise resource planning (ERP) cloud service.
HM Revenue and Customs – the sponsor department for the cluster – has agreed on a 10-year deal for the use of the RISE with SAP software-as-a-service.
Other departments in the cluster – which was created as part of the UK Government’s Shared Service strategy – are the Ministry for Housing, Communities and Local Government and the Department for Transport.
SAP said that Deloitte will be its technical delivery partner and that it will provide its Ariba, Success Factors, Business Technology Platform and Concur solutions as part of the deployment. It said these will provide each department with a foundation for managing critical business processes.
Shared capabilities
The contract award notice states that the solution will provide shared capabilities for the departments in finance, procurement, HR and payroll services.
The programme for the cluster involves the deployment of a single set of systems and operation of standard processes for the relevant services, and the migration of data from departments’ existing systems.

The contract came into force at the beginning of this month.
Update - HMRC later published the award notice for the contract with Deloitte as technology and technical delivery partner, stating that it will run for five years with a value of £106 million to £120 million.
