Police Digital Service plans procurement framework for case management system

The Police Digital Service (PDS) has signed investigative technology company Black Rainbow as the single supplier on a procurement framework for a dynamic decision and case management system.

The award notice indicates that the contract – which has a value of £15.2 million – will run for seven years, with the first being for a development trial period before the call-off term begins, and an option to extend for another three years.

PDS has said it wants an interoperable system for law enforcement organisations that can provide end-to-end case management, decision logging, decision support and a synergistic capability.

Black Rainbow has developed the NIMBUS platform as a forensic, intelligence and investigative system for law enforcement.

Services, hardware, software

The contract between them covers business application development, application support and maintenance, desktop services, system integration and the provision of hardware and commercial off-the-shelf software.

It envisages that the technology will be used in investigating serious organised crime, fugitive and manhunt cases, kidnapping, cyber incident and any planned operation where there is a clear or implied threat to life.

It adds that the scope may change over the life of the contract to meet legislative and policy changes.

PDS is responsible for coordinating and managing digital services for UK police forces, and for supporting the procurement of digital systems.
