The Police Digital Service (PDS) is planning to set up a new framework for law enforcement organisations to procure a decision and case management system.
It has published a market notice outlining its intent, indicating it will be a single supplier framework for an interoperable digital solution to support investigations.
It is aimed at supporting police forces in a range of activities, including the fight against serious organised crime, counter terrorism policing, manhunt investigations, kidnapping and cyber crime.
This will support the Police Digital Strategy 2030, which includes a strong emphasis on the use of data and technology.
It is part of a project vision described as: "A consistent, robust and trusted approach to complete case management, contemporaneous recording of decision-making and operational responses for all UK police forces and nationally coordinated law enforcement structures that are charged with conducting operations where the threat to public and officer safety may be high.
“This initiative will focus on the end user of intelligence and wider situational awareness that supports effective decision making."
Anticipating complexity
The notice indicates that it will be a complex IT solution and that development and implementation is expected to take two to three years. This has contributed to the relatively long duration of the framework, which is planned to be in place for seven years with an option to extend for three more.
The solution will include business application development, support and maintenance, desktop services, system integration and the provision of hardware and commercial off-the-shelf software.
The notice also states the solution was previously referred to as the National Policing Proactive Information and Recording Management Solution.
PDS has valued the new framework at around £30 million.
