Northern Ireland Department of Justice plans new digital system

Northern Ireland’s Department of Justice (DoJ) has signed a contract worth up to £85 million for support in its business transformation and the development of a new digital system.

It has not named the supplier due to security reasons, but indicated in the contract award notice that the total spend will be dependent on optional services and extension periods, with an initial duration of six years and possible extensions for three more.

The digital solution, named Themis, will be expected to integrate with the DoJ’s Causeway messaging system, which supports information sharing between the police, courts, prisons, public prosecution and forensics services.

Other requirements include supporting more automation in DoJ processes, proving compliance information for areas such as data protection and security, supporting modern payment and transaction channels, and providing real time management information and automated workflows.

The contract extends into areas including consulting, software development, helpdesk support and maintenance.

The business transformation element is focused on supporting interim and target operating models, notably to reduce the use of paper in creating a ‘digital first’ environment, and support the delivery of user-centric services.
