
Northern Ireland’s Department of Finance (DoF) has signed Fujitsu Services as delivery partner for its Land Registration project.
They have agreed on a 15-year contract, with an optional extension for three more, valued at up to £125 million.
It amounts to a significant win for Fujitsu in the light of the intense public scrutiny of its role in the Post Office Horizon IT scandal, which affected sub-postmasters within Northern Ireland.
The contract with the DoF for the Land Registration project is aimed at delivering a new digital solution for land registration services in the region to replace the current LandWeb system.
Replacing legacy
According to the award notice: “It is envisaged that the new solution will be responsible for but not limited to the replacement of the aging standalone legacy systems with a new digital land registration solution that supports the design and delivery of joined up services.
“The new solution will be user friendly, customer focused, support web based technologies, digital self-service platforms and seamlessly connect and integrate with the LPS Enterprise Integration Platform to share and consume data and business events. The new solution will also be flexible and adaptable to support new and innovative methods of delivery, future changes and ongoing business needs.”
This will involve new service modules being added to the system, such as a provision for digital signatures, to support the automation of processes and integration with other systems used by the Land and Property Services agency.
It forms part of the NOVA programme to improve land registration services.
