The Ministry of Justice (MoJ) has signed IT and business consultancy CGI to work on the replacement for the Libra GoB system for the enforcement of magistrates’ courts fines.
It has agreed on a three-year, £19.5 million contract with the company develop a new solution in place of the 30 year-old Libra GoB (Green on Black) as part of the Decommissioning and Legacy Application Risk Mitigation (DLRM) Programme for HM Courts and Tribunals Service (HMCTS).
The contract award notice says that Libra GoB – which is part of the Libra case management suite – is the oldest of the applications under the scope of the DLRM programme and is currently on end-of-life hardware software. Its replacement is part of a wider update of HMCTS’s IT estate and will have to take account of the ultimate replace of Libra case management by the Common Platform for criminal cases – which is now available to all magistrates’ courts in England and Wales.
The work will include a discovery phase, then design, development and testing of a new system, followed by implementation then a service support phase.
The new agreement marks a strengthening of CGI’s role in supporting digital functions HMCTS, coming soon after it won a £25 million contract to support its Common Services suite.
