The London Office for Technology and Innovation (LOTI) has developed a Pan-London Analytical Capability Framework, outlining core skills for local government analysts.
It has developed the framework with the LOTI Data Leaders Network in response to work begun by Westminster City Council and aimed at helping boroughs to support their employees’ career progression and attract and retain analytical talent.
It can be used by analysts, line managers, hiring managers and anyone wanting to learn more about analytical roles in local government.
The document outlines the details of three sets of competencies – technical skills, analytical and general – relevant to analytical roles, with three levels for each.
Technical skills cover themes such as statistical analysis, data quality, data visualisation, performance monitoring, database skills and data automation and application development. More general themes covered include a culture for evidence based decision making, critical thinking, standards and ethics.
The introduction to the framework says: “It is intended to support development of wider workforce strategies, draw together work on skills and talent and align with values and commitments that support professional development as part of an organisation’s culture.”
