Leeds City Council is working on a new operating model for core services, with the aim of standardising technology and automating more processes.
It has gone to market for support in the project, saying it wants to transform its delivery of finance, HR, payroll and procurement services, with a move away from current systems and processes.
The council has identified a series of key outcomes, including the automation of routine and transactional activities, maximising the potential of new standardised technology, increasing mobile working and improving user journeys.
It currently operates a mixture of internally developed and off the shelf systems, some highly bespoke, with a complicated architecture. It is now looking to use more technology as it works rather than adapting it to specific circumstances.
The council has a core programme team in place, has carried out a pre-market engagement with IT suppliers, and is currently working on its design principles and understanding of the current environment. It is planning a programme review organisational structures, policies, processes and systems to support the core services.
