Requirements for standardisation, attribute flags, location data and information governance in the identification and support of vulnerable people.
Covid-19 led to an urgent need to rapidly share data across health and local public services. This changed the mindset in many organisations and left a lasting legacy including a key learning of the value of minimising the sharing of data while maximising its appropriate use and value through sharing ‘flags’ linked to properties, rather than individuals.
It also highlighted was the value of standards as a key to link and explore data, with the unique property reference numbers (UPRNs) within core councils and Ordnance Survey datasets playing a significant role.
Drawing on UKA Live discussions with public sector experts including thought leaders from Information Commissioner, Central Digital and Data Office and NHS England, and Barnsley Council, Humberside Fire and Rescue Service and iStand/SAVVI this paper examines some of those issues and approaches and outlines the findings. It was written and researched by Helen Olsen Bedford and Mark Say from UKAuthority in partnership with GeoPlace.
