Hull City Council insources services but will continue to work with Civica

Hull City Council has said it will continue to work with Civica as a software partner as it completes the insourcing of services previously under a business processes outsourcing (BPO) partnership with the company.

The BPO partnership began in 2015 and involved Civica managing the council’s revenues and benefits services at its Kingston Centre. It has been concluded following a decision by the council to insource the service which complemented Civica’s decision last year to exit the BPO market and focus on its public sector software.

Andy Brown, assistant director business finance and transformation at Hull, said: “Civica have managed the council’s services well during the seven-year partnership and worked closely with the council during the challenging period of the Covid emergency, showing flexibility and commitment to ensure required services were delivered. 

“The partnership delivered substantial financial savings for the council whilst maintaining a no redundancy guarantee. Civica has also worked well to ensure the smooth and seamless transfer of the service to in house provision. 

“We look forward to continuing our relationship with Civica as a key software partner.”

Software in DNA

Civica’s executive director (special projects) Gary Bell said: “As a company, software has always been in our DNA and this is where our future lies. As we exited from the BPO market however, we were determined to ensure a smooth, seamless transition of vital services back to the council.

“We’re delighted to have achieved this, meeting all the strategic objectives set down for us, from supporting hard working staff to ensuring the council is on a solid footing going forward.

 “We’re looking forward to further developing our software partnership with Hull City Council in the years ahead”.
