Home Office award contract for digital registration service

The Home Office has awarded the contract to develop a modern digital registration service for births, deaths and marriages/civil partnerships to Northern Ireland-based digital services and platforms provider Kainos.

The new Civil Registration Digital Product Family will replace the current combination of manual operations and legacy technologies which handle 1.25 million registrations annually. 

In 2021 the Passport Office identified an opportunity to significantly improve the service it offers users, as well as improve the efficiency of existing data sharing across government. A £4.5m contract to the same supplier was awarded for support in the development of a digital death registration service from discovery through to private beta. 

With a specified contract end date of 31 August 2026, the new and extended scope of work is for £75m, according to the official award notice.

The contract was completed via CCS Framework RM6100 Technology Services 3 and has been awarded for an initial period of 36 months, with two optional 12-month extension periods.

The maximum contract value is over the full 5 year term. However, spend will be via short, specific work packages for the support, maintenance and development of Civil Registration applications and services.
