Initial version to include standardised tender documents, skills framework and life cycle costing tools
The European Commission has said it is working on an online tool to support good practice and compliance in public sector procurement.
It is planning to provide a demonstration of a procurement e-library – developed as part of the EU action plan on public procurement – at a workshop at the European Week of Regions and Cities event in Brussesl on 9-12 October.
The Commission highlighted three functions of the tool, including standardised tender documents based on a solution developed by the government of Luxembourg.
It will also include a skills and competency framework with a focus on a training scheme developed in Croatia, and life cycle costing tools based on the approach taken in Sweden.
Other member states will be able to provide their own solutions and feedback for possible inclusion.
The Commission said: “The e-library is based on a deep research and analytical work and is one of the follow-up actions to the study on administrative capacity, systems and practices across the EU to ensure the compliance and quality of public procurement involving the European Structural and Investment (ESI) Funds.”
