Essex aims to better measure digital services

Essex County Council is aiming to train its service teams to effectively measure the success of their digital services.

It is taking the step to complement an 18-month effort by its service transformation team to migrate its current digital systems to a modern technology stack and infrastructure.

The council has published a market notice in searching for a training provider with expertise in performance measurement to run a short programme with in-house product teams.

It is also developing a framework they could use in measuring the impact digital services, saying this will improve its ability to iterate its services quickly.

The council wants to ensure measurement is focused on the right areas, sharing how to effectively baseline performance, providing a structured approach to developing clear metrics, and considering what a performance review process should look like.

Users would include product managers, service owners, performance analysts, developers, content designers, user researchers and interaction designers.

Opportunity for improvement

“This change is an opportunity to improve how we measure and monitor the success of our digital products,” the notice says. “We want to equip our in-house product teams with a shared framework that will enable them to measure and demonstrate the impact of iterations confidently and consistently.”

Essex County Council recently published a digital strategy that, while emphasising the importance of local connectivity, said this would support better access to digital services and the development of primary care networks.
