Ed Garcez appointed to north London CDIO role

ICT chief moves from west of capital to take charge of shared service for Camden, Haringey and Islington

The London Boroughs of Camden, Haringey, and Islington have appointed Ed Garcez as head of their new shared ICT and digital service.

He is to take on the position of chief digital and information officer, moving from running a similar operation for Westminster, Hammersmith and Fulham, and Kensington and Chelsea.

The announcement comes a few months after the councils agreed to set up the service, which is set for launch in October.

Garcez commented: “I am looking forward to being part of the new shared Digital and ICT service and the exciting journey of service transformation, to make connecting with the councils easier for residents."

Councillor Theo Blackwell, cabinet member for finance, technology and growth at Camden, said: “Our new chief digital and information officer will help transform the way 700,000 residents in North London digitally connect with us.

“Our digital capability is increasingly important in underpinning many of the services we provide to our residents and Ed Garcez’s experience of leading a tri-borough shared ICT and digital service in his previous role will give us a great platform to continue to improve this.”

Laying plans

Garcez’s work for the west London trio has included developing the business case and target operating model for the shared service, and overseeing the restructuring of staff and letting and management of contracts.

There will be a strong emphasis on delivering savings for the north London trio – when Camden and Islington first announced the plan they said they were looking at saving at least £4 million per year between them – and on the digital transformation of services.
