The Driver and Vehicles Standards Agency (DVSA) is aiming to develop a risk and intelligence based solution to support its enforcement directorate.

It has indicated that it wants to make better use of data sources and risk assessment in its enforcement activities, which can involve action against vehicle operators, driving instructors and MOT garages breaking the rules. A big part of this will be in improving access to the data.

The agency has published a market notice for support in developing a solution, saying it particularly wants to improve its access to data from police encounters to target drivers and operators who consistently fail to comply with the law.

“DVSA enforcement directorate use a variety of tools and datasets to provide a data and intelligence led approach to enforcement,” the notice says. “These datasets are typically developed and maintained in isolation. They require multiple log-in details and accounts, are manually assessed and are challenging to analyse to ascertain levels of risk.

“The analysis of risk is currently subjective and does not currently compare like-for-like data across driver services, MOT and vehicle services.”

It adds that there is a lack of consistency in how the agency and the police target commercial vehicles and process the relevant data.
