Cyber must be led from the top, but everyone in the organisation must take responsibility for countering cyber challenges, says Stephen Baker, chief executive of Suffolk Coastal and Waveney District Councils.
He urges chief executives to keep the profile high across the organisation in order to keep local services safe from the growing and present threat, adding that the risks to operational efficiency and organisational reputation are just too high to ignore.
Compared to other civil resilience issues there is an unprecedented level of unknown from the cyber challenge – it is an unknown quantity in that it is unpredictable and the impacts are varied and unknown.
