The Department for Science, Innovation and Technology (DSIT) has awarded Cognizant and Workday with major technology contracts to support the Matrix Programme for shared services in central government.

The companies have won elements of the deal – which has a total value of £144 million – to provide technology including an ERP platform and systems integration services.

The Matrix Programme is aimed at modernising back office systems for one of the clusters of shared services for Whitehall bodies.

It involves DSIT as the lead department, the Cabinet Office, the Department for Energy, Security and Net Zero, the Department for Culture, Media and Sport, the Department for Business and Trade, the Attorney General’s Office, the Department for Education, the Department for Health and Social Care and HM Treasury.

According to the contract award notice, there is scope for them to be joined by arm’s length bodies, each of which would be assessed on an individual basis.

Technology and support

Workday has won a £63.5 million agreement to run for 10 years for the provision of a cloud based ERP, while Cognizant has been awarded a five-year contract for implementation and support.

The contract has been awarded through a bundled procurement to ensure the two companies work as partners on the programme from the outset.

It has come days after the award of another contract for a Whitehall shared service cluster – for IBM and Oracle under the Synergy programme – valued at £710 million.
