Agency publishes procurement notice for suppliers to run technology expense management in the sector
The Crown Commercial Service has floated its plans to set up a procurement framework for technology expense management (TEM) services aimed at the telecommunications market.
It is directed at making it easier for public sector organisations to find assistance in reducing and managing the costs of their ICT infrastructure.
The agency has published a procurement notice stating its ambition to reduce central government’s spending on telecommunications by at least 50% over the next three years, taking out about £50 million. It also wants to support other parts of the public sector, and to this end wants suppliers to advise authorities on how to cut costs in the procurement and management of relevant services.
It says this is a relatively untapped market for savings, and that it is looking to appoint two suppliers under the framework: one to support central government departments and agencies, the other for the wider public sector, including NHS trusts and emergency services.
It is deterring telecoms providers from applying, saying that it wants suppliers to provide advice to public authorities without any bias.
The functions will take in the primary service of obtaining relevant data and producing reports and benchmarks, contract services, personal call management, tactical provisioning, historical billing audit, physical audit and a snapshot.
