CCS publishes details of award for digital and legacy applications services framework

The Crown Commercial Service (CCS) has published the contract award notice for its new procurement framework for digital and legacy applications services.

It covers the first phase of a plan to support HM Revenue and Customs in developing a new commercial approach, but will be open to all public sector bodies to support the roll out of future applications that are less dependent on legacy technologies.

The new framework came into effect in late July but the award notice was published last week, indicating that it covers three of the planned five lots - for digital, integration and programme application services, application and integration run services and capability pipeline services.

Awards are still to be made for the other two lots, for IT services and elements of multi-product configuration services.

It is set to run for four years and includes 23 suppliers over the three awarded lots, with an estimated value of £2.4 billon.

CCS’s earlier estimate of the framework’s total value was £4.5 billion.

Strategic gateway

The new notice states: “The DALAS framework will provide a strategic gateway to support the delivery of future application services and move HMRC toward an application services support model that is less dependent upon legacy technologies.

“The framework will provide a commercial vehicle to replace existing contractual arrangements that are due to expire between September 2023 and January 2025, and will provide the basis for letting a large proportion of HMRC future application services requirements.”

The suppliers named on the agreement are Accenture, Atos IT Services, BAE Systems, BJSS, Capgemini, CGI, Coforge UK, Cognizant, Equal Experts, Ernst & Young, IBM, Jumar Solutions, Kainos Software, Made Tech, Mercator IT Solutions, Netcompany, NTT Data, Opencast Software, QA, Scrumconnect Consultancy, Softwire Technology, Tecknuovo and TSI Corporate Services.
