CCS plans £2 billion Public Sector Mobile Service

The Crown Commercial Service (CCS) is planning a public sector procurement framework for mobile voice and data services with a potential value of £2 billion.

It has published a prior information notice for the framework, saying it will be the recommended vehicle for all mobile voice and data requirements.

As yet it is holding fire on the lotting structure, which it says will be determined by the engagement with suppliers, but has indicated that the products and services to be covered range from SIM cards and mobile phones to networks, short message services, general packet radio services and operating systems.

CCS has previously made the point that for many public sector organisations the routine purchase of mobile voice and data services can lead to variations in the ending dates of contracts, which makes it difficult to switch suppliers and means savings may be reduced by early termination charges.

The new framework could provide scope phased migrations across a 12-month period, with co-terminus contract terms under which all connections will cease on a common end data. It also provides the possibility of organisations taking a ‘build your own tariff’ approach with no line rental charges.
