Bournemouth, Christchurch and Poole (BCP) Council has signed KPMG on a four-year deal, estimated at £18 million, as its strategic implementation partner for transformation.

The arrangement, which comes of the option of a two-year extension, includes consultancy for a range of digital functions including software, hardware, computer site planning and audit, along with disaster recovery and data analysis services.

It comes two years after the creation of BCP from three individual councils, and according to the contract award notice has been prompted by a recognition of the need for a fundamental transformation to realise the full opportunities in the reorganisation.

The council has developed a new design for its organisation from an exercise that began soon after the merger analysing its activities and looking at the possibilities for its technology architecture.

Identifying possibilities

KPMG will be responsible for supporting BCP in identifying the possibilities for business improvements, the technology needed and its implementation.

This will involve the council commissioning a series of work packages within the partnership. These may not necessarily amount to the full value outlined in the contract.

BCP has shown an ambitious approach to its use of technology in recent months. Last year it developed a mobile app to guide the public on the crowd levels on its beaches, which has now received backing from the Ministry of Housing, Communities and Local Government to be made more widely available; and last month it revealed plans to use data from drones in monitoring the state of litter within its boundaries.
